联合国教科文组织敦煌论坛致力于非物质文化遗产创新实践与国际合作

　　中经在线讯　2024年9月22日，中国甘肃省敦煌市——“敦煌论坛：非遗保护的创新实践与国际合作”在敦煌国际会展中心成功举办，这次活动也是联合国教科文组织、联合国旅游组织、世界银行与甘肃省文化和旅游厅多方合作的成果。本论坛作为第七届丝绸之路（敦煌）国际文化博览会分论坛，汇集了来自10多个国家的64位文化专家、政府代表、学术研究人员和社区领袖，共同探讨保护非物质文化遗产（ICH）的创新措施和国际合作的新途径。

　　当前全球文化持续演变的格局下，对非物质文化遗产的保护迫在眉睫。保护我们共同的非物质文化遗产对保持社会认同感、连续性和多样性至关重要。联合国教科文组织一再重申非物质文化遗产在促进包容性社会、经济和环境发展等方面的重要作用。

　　甘肃省文化和旅游厅厅长何效祖先生主持论坛开幕式并强调敦煌在文化交流和遗产保护中的重要作用。甘肃省委常委、宣传部部长张永霞女士，代表甘肃省委省政府发表了开幕致辞，对本次论坛举办予了高度赞誉，对各国专家学者积极参与表示衷心感谢，并就加强非遗保护、推进创新发展、建立多元文化交流国际机制表达了合作愿景。联合国教科文组织东亚地区办事处主任夏泽翰教授在其开幕致辞中提到，非物质文化遗产是全球文化多样性的重要组成部分，保护和传承这些无形的文化遗产对于促进文化可持续发展至关重要。文旅部非遗司单钢新司长在致辞中分享了非遗保护的中国色彩、中国经验，表达了落实《保护非物质文化遗产公约》的中国意愿。此外，来自联合国旅游组和世界银行的代表也发表了致辞。 

　　中国非物质文化遗产保护协会会长王晓峰会长和联合国教科文组织东亚地区办事处文化部门主管杨碧幸博士随后发表了主旨演讲。

　　王晓峰会长强调，非物质文化遗产是中华文明的重要组成部分，是民族精神和文化多样性的体现。他指出，通过有效的保护和传承，非物质文化遗产能够促进文化自信，增强民族凝聚力，并为可持续发展提供动力。王会长还提到，中国在非物质文化遗产保护方面取得了显著成就，愿意与国际社会分享经验。

　　杨碧幸博士则从国际视角出发，讨论了非物质文化遗产在促进社会包容性、经济发展和环境保护方面的作用。她分析了《2003年公约优秀实践名录》收录的37个项目，展示了不同部门利益相关者以及合作伙伴如何为非物质文化遗产实践和传承创造空间、将非物质文化遗产保护融入教育以及促进公众和社区的积极参与，并取得良好的保护效果。

　　本次论坛的主要议题包括经济发展与非物质文化遗产保护之间的关系、社区赋权与参与以及非物质文化遗产在促进可持续发展方面的作用。专家们分享了他们各自领域和国家的成功的案例和实践，展示了如何将经济活动与保护目标相结合，促进社区参与所遇到的挑战和可采取的创新举措，以及如何成功地将非物质文化遗产保护与可持续发展关联。

　　敦煌论坛为与会各方提供了对话和交流的平台，参会者从彼此的丰富经验中汲取丰富的灵感。这次论坛不仅突出了甘肃省在保护文化遗产方面取得的显著进展，也强调了这一重任的集体责任。希望本次论坛成果有助于进一步加强非物质文化遗产的保护，促进全球紧密合作致力于保护我们的文化遗产。

　　September 22, 2024, Dunhuang, Gansu Province (China) — "Dunhuang Forum: Innovative Approaches and International Cooperation to Safeguard Intangible Cultural Heritage" was successfully concluded, demonstrating a fruitful partnership between UNESCO, UN Tourism, the World Bank, and the Gansu Provincial Department of Culture and Tourism. Organized within the framework of the 7th Silk Road (Dunhuang) International Cultural Expo, the Forum brought together 64 cultural experts, government representatives, academic researchers and community leaders from more than 10 countries to discuss innovative measures for the safeguarding of the intangible cultural heritage (ICH) and new avenues for international cooperation.

　　The Forum was organized at the backdrop of the ever-changing global landscape, where the need to safeguard ICH has become increasingly urgent. Preserving the intangible aspects of our shared cultural heritage is crucial for maintaining the identity, continuity, and diversity of societies. As a leading international organization in the field of culture, UNESCO has continuously reaffirmed the vital role of ICH in fostering inclusive social, economic, and environmental development.

　　Mr. He Xiaozu, Director of the Gansu Provincial Department of Culture and Tourism, chaired the opening ceremony and emphasized the importance of Dunhuang in cultural exchange and heritage preservation. Ms. Zhang Yongxia, Standing Member of CPC Gansu Committee and the Director-General of Provincial Publicity Department, expressed sincere gratitude to experts from various countries for their active participation and a vision for cooperation to strengthen ICH safeguarding, promote innovative development, and establish an international mechanism for multicultural exchange. Professor Shahbaz Khan, Director of UNESCO's East Asia Regional Office, highlighted that ICH is an essential component of global cultural diversity, and its safeguarding and transmission are crucial for achieving sustainable development. Mr. Shan Gangxin, Director-General of the Intangible Cultural Heritage Department of the Ministry of Culture and Tourism expressed China’s will to implement the 2003 Convention. Representatives from UN Tourism and the World Bank also addressed at the opening.   

　　Following the opening ceremony, Mr. Wang Xiaofeng, President of the China Intangible Cultural Heritage Protection Association, and Dr. Duong Bich Hanh, Program Specialist for Culture at the UNESCO Regional Office for East Asia, delivered keynote speeches at the Forum.

　　Mr. Wang emphasized that ICH is an essential component of Chinese civilization and a reflection of national spirit and cultural diversity. He pointed out that through effective protection and inheritance, ICH can promote cultural confidence, enhance national cohesion, and provide momentum for sustainable development. Mr. Wang also highlighted China’s significant successes in the safeguarding of ICH and its willingness to share experiences with the international community.

　　Dr. Duong Bich Hanh discussed the role of ICH in promoting social inclusiveness, economic development, and environmental protection from an international perspective. She analyzed the 37 projects inscribed under the 2003 Convention’s Register of Good Practices to showcase how a comprehensive approach to safeguarding, multi-sectoral stakeholder partnership, creation of a dedicated space for ICH practice and transmission, integration of ICH safeguarding in education, and strong engagement of the public and the communities can result in good safeguarding outcomes.

　　Key topics of the forum included the relationship between economic development and ICH safeguarding, community empowerment and participation, and the role of ICH in promoting sustainable development. Experts shared successful cases and practices from their respective fields and countries, showcasing how economic activities can be aligned with the safeguarding goals, challenges and innovative measures in engaging with the communities, and how ICH safeguarding can be successfully linked to the sustainable development initiatives.   

　　The Dunhuang Forum served as a vibrant platform for dialogue, where participants shared insights and drew inspiration from one another’s rich experiences. It not only highlighted the commendable strides made by Gansu Province in safeguarding cultural heritage but also underscored the collective responsibility to carry out this important mandate. It is hoped that the connection forged at the Forum will contribute to further enhancing the ICH safeguarding and in fostering a global commitment to the protection of our diverse cultural legacies.
